Things would be totally different if Rory had said to Jess before she left that she just needed to figure some things out and broke up with Dean. But clearly she didn't. Like was said in the scene and then you said too, she was in a relationship and then left town and didn't contact Jess at all. She couldn't expect him to just sit around waiting and hoping that she broke up with Dean. Like, I totally get that Rory is confused and struggling with her feelings for both Dean and Jess, and that is totally fair. She has Dean who is sweet and everyone approves and for lack of a better word, he's easy. Then she has Jess who is into the same things as her, she can talk about books with him and all that, but he's clearly very damaged and not as easy, plus pretty much everyone in town hates him. And she clearly has feelings for them both. But what isn't fair, is stringing them both along and expecting Jess to just stay single and wait for her when she clearly has no intention of breaking up with Dean any time soon. She needs to work some stuff out.
