Regarding no getting the wounded out. Look at this map: https://upload.wikimedia.org/wikipedia/commons/b/b0/Bastogne_Map_December_19-23_1944.jpg They were basically surrounded on all sides by German troops. While the German army has been constantly retreating as a whole for a few years now, thy were terrifingly good at sudden counter attacks and strike backs. The Battle of the Bulge was such a counter strike and it almost split the allied front line in half.

Article 27 of the Haager Landkriegsordnung (Hague Conventions of 1899 and 1907 - https://en.wikipedia.org/wiki/Hague_Conventions_of_1899_and_1907) forbids the unecessary bombardment and destruction of institutions like churches and hospitals. Two things to bring up though: I did not see any large red cross on the roof. And within that destructed town it's hard to recognize it as anything but "some building". Second, while it may have been deliberate bombardment, you have to understand that 1944 air bombs and artillery are much less precise than today's weapons. You drop a bomb from a plane a few miles high and it will fall like a stone with the planes initial inertia and winds and whatnot and there's no more precise target than "roughly this area". Same goes for mortar that's almost a mile away. There's almost no way to avoid a building when you shoot in the general direction of it.

"Cut off" means you are completely surrounded. Isolated, being fired upon from all directions and cut off from all supplies and reinforcements. Holding Bastogne until Patton's Third Army was able to arrive and break through the German lines was the key to the Battle of the Bulge.
