Jalios answered most of your questions above. I'll just add that Thomas Jane's character, Miller, is on Ceres, which is the largest asteroid in the Belt. So it's a major shipping point and population center in the Belt, although there are also many small outposts on different asteroids.

The budget during season 1 is said to be around 3-5 million per episode. About the Neck Tattoos, that is a Belter thing. It isn't really explained in the show so it's not a spoiler to say it, during the beginning of the exploration of the belt the people sent their had extremly shitty spacesuits that would regularly burn their necks, so as a sign of appreciation and also a sign that they stand with them many belters chose to have neck tattoos simillar to the burns. While I personally enjoy the world building, extensive character introduction, and that they really take their time and don't rush it, I can see why for some it might see like a slow and sometimes boring start. But it pays off so well later when it all comes together. Without spoling anything whats to come, not really much to say about whats going on on earth. It's pretty much they captured a Belter smuggeling Stealth Tech and try to find out where it came from since Stealth Tech is incredible expensive and powerful and definitly not something a Belter can/should have any access to. Chrisjen Avasarala is the Deputy Undersecretary of the United Nations, that's her position in the UN. The Hooker was actually introduced during Episode 1, she was the witness that miller and his partner interviewed when they were investigating the crime scene early in the episode.
