After Control shuts down Northern Lights the government program that deals with the relevant numbers it receives (they have no control over the machine, they just get a number and take it from there), the machine now needs someone else to deal with those numbers. So it retasks the "analogue interface" aka Root with dealing with them.

Everyone at the reunion said that she always went to Doug whenever she and Matt had a fight and that night could have been no exception. And if Matt new that she did not have prescription drugs on her that night he could have thought that Doug could have given them to her. And he designed those tropes at the reunion to see if he was right. And he was haha.
