I seriously doubt anyone would be able to “be quiet” when they are being beaten with a belt. She was pleading for her life. It wouldn’t have mattered if she was quiet or not. Fisk’s father was going to keep beating her no matter what because he was an insecure man who wanted to inflict pain and feel like he was big and macho. He didn’t feel respected in life so he was going to take it out on someone weaker than him. It’s about power.
