The app isnโt letting me comment directly to your comment Matty lol but I donโt think they ever planned to bring the original actor back for Quicksilver but there is an explanation coming for Evan Petersโ appearance. Early in development they wanted to bring Pietro back but recast him within the fictional WandaVision program. So itโs not an actual recasting of him within the MCU if that makes sense.
