That’s an interesting question, perhaps we understood a small amount about them by the time of her arrival but called them a different name, or perhaps misunderstood the phenomena as being multiple different things. The All-Mother practically discovered psionics I would say and she unlocked their full potential. Other aliens have knowledge of psionics and can wield them, like the Tandrax and the Gherra.
